Due to the recent encoding changes we made, it's possible certain text editors may set the file mime type to `text/html` after editing an export.

Due to the recent encoding changes we made, it's possible certain text editors may set the file mime type to
text/htmlafter editing an export. Prior to this PR, that would result in the file not passing the mime check.
