Refresh the screen it when opens and whenever accessibility is changed in the Dependency Explorer. (NEIE might be open behind the Dependency Explorer, but it doesn't stay open behind other screens.)

This forces the NEIE screen to redo its calculations more often. It also makes sure the milestone displays reflect the settings in the current project, instead of the settings in the first-loaded project.
