Update test matrix

Subdivided Windows LLVM into llvm-gnu and llvm-msvc to distinguish between *-w64-mingw32 (aka *-pc-windows-gnu) and *-pc-windows-msvc targets.

Updated Windows AArch64 from N/A to Not tested in CI.
