My new(ish) computer doesn't have a JDK installed, but I do have Java installed. It doesn't live in a "bin/" directory but the current pre-commit script requires that. I've made a fix to get it to run and I will submit a PR.

I'm not sure if we have an official "source" repo for the tools/ directory.
