Add support for buildUrl inside GitHub Actions

The needed GITHUB_SERVER_URL env var with the server URL is available in the GitHub Actions environment (see docs)

If you need to use the URL of running a workflow from a job, you can combine these environment variables: $GITHUB_SERVER_URL/$GITHUB_REPOSITORY/actions/runs/$GITHUB_RUN_ID

About the docs, I wanted to point out that the GITHUB_SERVER_URL is available since the other env vars are already been used in the GitHub Actions integration.
