The purpose of this PR is to allow contributors to more easily use this repository's Cargo manifest management tools if they wish to.

  • Improve internal design
  • Separate from the rest of the project's Nix code so that it's easier to understand
  • Generate the top-level workspace Cargo.toml too
  • Move each Cargo.nix to be adjacent to its corresponding Cargo.toml
  • Add note to each Cargo.toml mentioning these tools and linking to a README
