todo:

support "long" types of fields for the measured capacity reporting, to support large clusters
rely on redis to cache the current state and allow for upgrades & restarts of the service without needing to recompute everything
todo: find a way to scale the service, ie each one can handle only a subset of the resources (mostly buckets)
