tests: support archive-artifacts 4.3+

action-artifacts 4.3.0 probes /presign-upload and /presign-upload-part before uploading to detect presigned/multipart S3 support. Mock both to 404 so the action falls back to the direct upload path.

NOTE: tested manually with 4.3.0, as the floating tag we use (4) does not yet point to that version.
