Updating CODEOWNERS to the internally appropriate git.soma team.

I don't know if we're ready to sunset this repo or not. It was created as a means to test out Brower Container integration with the Mobile VSCode Extensions. If we find that we don't need it going forward, we should just archive the repo on git.soma.
