Update _workgroups.xml for UK Core

• _workgroups.xml: denotes the working group. This has been set to:
  key=uk name=HL7 UK
• email address is the interop team as we do not have a common HL7 UK one for the working group
• SPECS-FHIR.xml: denotes the specs we want in Jira. Keeping at just the UK Core at the moment, but potentially adding community assets project if we feel the need at a later stage.
• STU2 items added only. Too many changes happening, so keep as balloted and only change when ready for a new ballot.
  codesystems and valusets may have the same name element so used type+name to ensure uniqueness in key
• only post 1.0.0 IG versions added, build is just current and does not have all the different versions

Currently action fails as there needs to be a giturl which starts with github.com/HL7

The work group shouldn't be "uk core". The work group would correspond to the affiliate and would be used for all HL7 UK publications submitted through the HL7 international ballot process

Attribute needs to be gitUrl, not gitUri. (Try to use a schema-validating editor when changing the files.)

I've updated the validation scripts to support the UK Git location. Try merging base and see if that resolves the validation issues.

Hi @lmckenzi I tried merging base and I still get the error within the github action.

I've merged this PR into my master branch and created a new PR HL7#1175
