added subcommand to check if config can be parsed #833

I would like to be able to check if a config can be parsed, before swapping it in.
For that i created a subcommand.

I am struggling to understand how to detect errors in the parsed config.
Sometimes an error is printed, but the parsing seems to finish successfully.
I would appreciate some feedback on how to detect such an error.
