#154 の作業です。
リポジトリのライセンスをApache-2.0に変更し、パッケージのバージョンを2.0.0に更新します。

ライセンス変更に伴いREADMEの文言を更新しています。

また、CONTRIBUTING.mdを新たに追加しました。

How has this been tested?

ドキュメント変更のためテスト未実施です。

CIでビルドが通ることを確認してます。

方針としては良いと思います。Pythonスクリプトにもライセンスを明記したほうがいいと思うので追記します。
