feat: Use {watcher} for autoreload file watching #4185

Replaces the current observe() + invalidateLater() approach to file polling for autoreload changes with watcher, based on libfswatch.

This change lets us avoid file system polling; instead we're notified directly by watcher when files change.

This PR stacks on #4184
