This PR install conda the same way Python is installed with Python.rb.

It builds on top of this other PR #72

This looks like it's on the right path. You would need to add the recipe like the other ones in

include_recipe 'ros2_windows::python'

As I understand the conda_packages are to manage the installation of the dependencies through conda no? I would prefer if we can have one recipe that installs conda and another one that manages the conda dependencies (it should work as is either way, more of an stylistic choice)

If you want to install packages with conda-forge, probably you may want to use an installer that uses conda-forge by default like miniforge3? The anaconda installer uses the defaults channel that has quite restrictive constraint, and for some companies you can't use it free of charge, see https://www.anaconda.com/blog/is-conda-free .
