Add a native riscv64 test job to ci.yml using RISE runners (ubuntu-24.04-riscv).
Previous QEMU-based testing showed 172/727 test failures (all timing artifacts). Native testing on BananaPi F3 showed 703/706 passing (3 platform-specific assertion differences).
This validates the riscv64 wheel build from huggingface#704 with real test results.
