This is a continuation of #234, I had to solve merge conflicts decided to be best to apply the knowledge here.
Basically this PR allows to jump to the latest step of the form
For example, you haven't filled anything basic information
You filled basic information, you arrive in contract details
you filled contract details, benefits
you filled benefits -> review
To do this I improved the useStepState to handle callbacks as it was breaking when using in the hooks file, add tests to handle everything and make sure that everything is working
