Pandaproxy's consumer group fetch always started a fresh partition assignment at offset 0 and never advanced once retention moved the log start offset past it, regardless of auto.offset.reset=earliest requested at consumer creation. Every fetch after that point returned offset_out_of_range forever, since fetch_session::apply() silently discarded the error without correcting its tracked offset.

fetch_session::apply() now seeds the tracked offset from the log_start_offset reported alongside offset_out_of_range, since pandaproxy only ever allows the earliest reset policy. dispatch_fetch() throws once the offset has been corrected, so the existing gated_retry_with_mitigation retry in client::consumer_fetch() re-fetches with the corrected offset before returning to the REST client, which has no way to control the fetch offset itself.

Adds a fetch_session unit test covering the offset_out_of_range recovery, and a pandaproxy ducktape regression test that trims a topic's log prefix and asserts a fresh consumer group fetch still succeeds.

Pandaproxy's consumer group fetch started every fresh assignment at
offset 0 and never advanced once retention moved the log start offset
past it, so every fetch returned offset_out_of_range forever despite
auto.offset.reset=earliest requested at consumer creation.

fetch_session now exposes three named operations instead of one
overloaded apply(): apply() advances offsets from a delivered response,
discard() advances only the session epoch (offsets stay put), and
reseed() sets a partition's offset directly. consumer::fetch() collects
every broker's response before deciding what to do with all of them in
hand: it reseeds out-of-range partitions to the broker-reported
log_start_offset and, if any partition was out of range or any dispatch
failed, discards the whole round and throws so the existing
gated_retry_with_mitigation in client::consumer_fetch() re-fetches from
the corrected offsets. Discarding without advancing offsets keeps
undelivered records from being skipped by the retry -- silent data
loss. A dispatch failure is surfaced ahead of out_of_range so the retry
runs the metadata refresh that a stale leader needs, while the
out-of-range reseed persists on the session regardless.

Updates the fetch_session unit tests for the split API.
Trim a topic's log prefix past offset 0 and assert a fresh consumer
group fetch still succeeds and returns records from the new log start
offset, exercising the reseed-and-retry path through the pandaproxy
REST API. Records are produced one per call so each lands in its own
batch and the trim offset falls on a batch boundary, matching what real
retention (which only deletes whole, batch-aligned segments) produces.

A second test trims only one of two partitions and asserts the healthy
sibling's records are still all delivered, covering the guarantee that
discarding a round on a partial out_of_range does not drop the records
of partitions that were healthy in that same round.
