Exclude at min_acl >= public with CLI to override. Symbolgraph support requires Swift 5.5 so specs look wrong.

Take the
@_spiattribute into consideration when generating docs.By default exclude them if
min_acl>=publicto meet the default use case of 'generate docs for an end user'. Provide a CLI flag to restore the old behaviour and support generating docs for internal users.
