This PR mainly removes all the unused static files.

The error pages are a major change but the work on those pages should be well tested, the work to split those up was a thorough change. Requirements changes look unrelated but fairly harmless

We use the same template in ext-theme. We only change the title and copy to
communicate _why_ the page was not found: version, project, translation, page,
subproject.
