I included the latest changes from NVIDIA-ISAAC-ROS/isaac_ros_jetson for ROS 1 Noetic. I also added a Dockerfile to build and test the changes because ROS Noetic is no longer available via apt since Jetpack 6.0.
This seems to work with:
