Issue:
No linked issue, but CI actions are slow sometimes waiting for an available
ubuntu-latestrunner.Problem
A job can be queued for as much as an hour or more while waiting for an
ubuntu-latestrunner,and we have plenty of our own.
Solution
Switch to our own runner.
