Start Travis CI testing environment.

Hello, thank you for maintaining this gem.

I want to add vegas to something like modern testing environment with Travis CI.
This PR enables CI tests on Ruby 2.0, 2.1,, and 2.5.

I tested this PR on my repository. You can see the result.

I think that we need additional tasks to improve the testing environment.
But I think it's good as a first testing environment.

The development workflow can be like this.

@quirkey if you are busy, could you give me a committer permission? I want to work until this CI works with latest Ruby and latest dependency gems, communicating with you. This gem is a runtime dependency gem of resque. That's my motivation.

resque is using vegas as a runtime dependency.

If you do not maintain, finding new maintainers, or moving this repository to resque organization might be a possible way to maintain vegas sustainably.
