Scaffolds a new Django app (dashboard) that serves a React/Inertia frontend via cross-inertia, plus the Docker/CI/docker-compose plumbing to build and serve the Vite bundle.

• backend/dashboard/views.py: the dashboard view has no auth/permission check (no login_required, staff_member_required, etc.), and it's mounted at /dashboard with no other guard in urls.py. If this is meant to become an admin/internal panel (which the Inertia + "dashboard" naming suggests), worth adding access control now rather than after real functionality lands on top of this scaffold, since it's easy to forget once there's more than a placeholder page.

No other significant issues in the infra/build changes (Dockerfile, docker-compose, CI workflow, settings) — they're internally consistent (STATICFILES_DIRS/ASSET_URL_PREFIX/manifest paths line up, test settings correctly swap in a fixture manifest to avoid needing a real Vite build for tests).
