reportlab 5.0.0 dropped pyRXP support, and with it the reportlab.lib.rparsexml.RequirePyRXP constant, so stubtest fails on the stubsabot bump (python#15924). Remove the constant from the stub and bump the version pin. The remaining 4.5.1 -> 5.0.0 changes are internal and need no stub updates. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
