This adds some recommended updates to our pre-commit hooks by Scientific Python:

• Update the blacken-docs hook to its new owner: https://learn.scientific-python.org/development/guides/style/#PC111
• Apply Prettier to our non-python files: https://learn.scientific-python.org/development/guides/style/#PC180
• Apply PyGrep and fix errors in reStructured Text files: https://learn.scientific-python.org/development/guides/style/#PC170
