Draft release until this is merge-able.

Currently this is blocked because the following dependencies must be built from source for the following reasons:

main dependencies:

• grpclib - non-pre-releases do not currently provide wheels
  • Added wheel package upon release vmagamedov/grpclib#188
• google-crc32c - the version we currently use does not provide Python 3.13 wheels
• lazy-object-proxy - the version we currently use does not provide Python 3.13 wheels
• psycopg-c (via psycopg[c]) - seems to intentionally not provide wheels, maybe use psycopg[binary] instead?
• pyqrcode - very old (last release in 2016), does not provide wheels, perhaps unmaintainted
  • Still maintained? mnooner256/pyqrcode#52

I'm only mildly concerned that this may hamper future updates, but we can tackle that if it happens.

I think this will definitely slow down the rate at which we can upgrade to new Python versions, but the dependencies we've already adopted generally shouldn't regress here.
