some updates to dp wording, mainly related to not describing it as a "refresh" or "renewal" but instead being allocated for new sets of data. "Refreshing" budget would have the idea of a rate limiter which would give you more budget to query the same data again and again, but that isn't what we do. Rather we allocate some budget for data in a particular time period and when that is gone that data can not be queried any more.
