Peerplays Blockchian beta release 1.5.23-beta

This is beta release with the features ready for general availability

Major features are:

• Ethereum SONs - support for ETH & ERC20 tokens is available
• Improvements to SONs
• Voting for SONs separated based on sidechain network

• Public TESTNET must be upgraded to this version
