+या मुख्य संकल्पनेअंतर्गत “आरोग्य व कल्याण” तसेच “शिक्षण” या उप संकल्पनेअंतर्गत राज्यांना
+मार्गदर्शन केले आहे. त्यामध्ये नागरिकांचे राहणीमान सुलभ करणे व त्यांना दजेदार आरोग्य तसेच
+शिक्षण विषयक सुविधा उपलब्ध करुन देणे यावर भर देण्यात आला आहे. त्यानुसार राज्यातील
+नागरिकांना दजेदार आरोग्य विषयक सुविधा तसेच शालेय मुलांना शिक्षणाबरोबरच समान सोयी
+उपलब्ध व्हाव्यात या हेतूने राज्यातील प्रत्येक तालुक्यात स्मार्ट प्राथमिक आरोग्य केंद्र, पी एम श्री
+शाळा, अंगणवाडी तसेच ग्रामपंचायत भवन उभारण्याचे शासनाचे विचाराधीन होते. त्यास अनुसरुन
+शासनाने खालीलप्रमाणे निर्णय घेतला आहे.
+शासन निर्णय -
+राज्यातील नागरिकांना उत्तम दर्जाच्या आरोग्य विषयक सुविधा, प्राथमिक शाळेतील
+विद्यार्थ्यांना दजेदार शिक्षण व साहित्य तसेच लहान बालकांना सोयी सुविधा उपलब्ध होण्यासाठी
+राज्यातील प्रत्येक तालुक्यात स्मार्ट प्राथमिक आरोग्य केंद्र, पी एम श्री शाळा, अंगणवाडी व
+ग्रामपंचायत भवन उभारण्यात येणार आहे. सदर सुविधांसाठी राज्य योजनांमधून तसेच जिल्हा
+वार्षिक योजनेतून निधी देण्यात येणार आहे. या सोयी सुविधांची प्रभावी अंमलबजावणी
+करण्याकरीता नोडल डिपार्टमेंट म्हणून ग्राम विकास विभागाची नियुक्ती करण्यात येत आहे.
+त्याकरीता ग्राम विकास विभागामार्फत खालील कामे पार पाडण्यात येतील.
+अ) राज्यातील प्रत्येक तालुक्यात उभारावयाच्या आदर्श शाळा, आदर्श प्राथमिक आरोग्य केंद्र
+याचा टाईप प्लॅन व त्यातील सोयीसुविधा केंद्र शासनाच्या पी एम श्री शाळा आणि आयुष्ट्यमान
+आरोग्य केंद्र याच्या धर्तीवर समान असतील याची खात्री करणे. तसेच अंगणवाडी व ग्रामपंचायत
+याचाही टाईप प्लॅन तयार करावा.
+ब) आदर्श शाळा, प्राथमिक आरोग्य केंद्र, अंगणवाडी व ग्रामपंचायत बांधकामासाठी केंद्र व
+राज्य योजनांमधून अभिसरणाव्दारे तसेच जिल्हा वार्षिक योजना (सर्वसाधारण), १५ वा वित्त आयोग

+The Proposal:
+The Annasaheb Patil Economic Development Backward Corporation is the state's economic arm.
+Financial support to provide self-employment opportunities to young women from disadvantaged groups.
