[#60562] Consolidate "Download PDF" with "Generate PDF"

What are you trying to achieve?

• Remove "Download PDF" menu entry
• Add template selection to export dialog
• template selection displays a caption depending on the selected
• Split hyphenation "Off" from selection into checkbox
• Auto-select hyphenation language from current language if available
• Remove paper size select
• Apply footer/header text settings to workpackage exporter
• Add template selection to work package types admin section
  • Add data to Type
  • Allow manual sorting of templates in type
  • Allow deactivating templates in type
• Filter template selection in dialog by work package type
