This PR adds a new GitHub Actions workflow to run tests using GnuCOBOL and Open COBOL ESQL on AlmaLinux, as tests on Ubuntu are currently failing.
- Added the new workflow file test-gnucobol.yml that defines a containerized job on AlmaLinux 9.

Until now, tests on GitHub Actions were run only with opensource COBOL.
A new workflow file has been created to run these tests with GnuCOBOL as well.

This workflow file tests the combination of GnuCOBOL and Open COBOL ESQL.
However, since the tests do not pass on Ubuntu, it is configured to run only on AlmaLinux.
