ARGify dnf in the Dockerfile

Rationale: in #2789, the prow/images (and other) jobs are failing because ci-operator is hotpatching our BASE_IMAGE in a novel and fun way. We can override some ARG values in the release repo.

Plan:

1. Get this merged
2. openshift/release PR to use the ubi image + microdnf
3. merge HIVE-2984: Switch BASE_IMAGE to ubi9-minimal #2789, now that the prow jobs are passing
