8320107: Consider to emit NMT in CSV or JSON

The reports from NMT can be in XML format when using jcmd. Two new options added to jcmd: BOOLEAN xmloutput which is set to true for XML output format, and STRING file=XXXX which sets the XML filename.
Separate JTREG tests are added to test the output correctness.
