Bumps the actions group with 2 updates: github/codeql-action/init and github/codeql-action/analyze.

Updates github/codeql-action/init from 4.38.3 to 4.39.0

Release notes

Sourced from github/codeql-action/init's releases.

v4.39.0

  • Breaking change: Bump the minimum required CodeQL bundle version to 2.20.7. #4205
  • The codeql-action/analyze step now validates that a correct argument for the checkout_path input has been provided. The checkout_path input must be set to the path where the repository that is being analyzed is checked out at on the runner, if that path is something other than the workspace root. If the path does not point to a repository checkout or is different from the path that was used by codeql-action/init, then the CodeQL Action now produces a warning. #4148
  • Resolved an issue with third-party caching implementations that prevented caches from being restored correctly. #4206
  • The codeql-action/start-proxy step that is used in Code Scanning Default Setup now finds CodeQL releases using the same logic as codeql-action/init. This primarily benefits customers who are using GitHub instances other than github.com where the codeql-action/start-proxy step may previously have been unable to locate recent releases and ended up using outdated versions of the private registry authentication proxy as a result. #4198

4.38.3 - 08 Oct 2026

  • Upcoming breaking change: CodeQL version 2.21.2 and earlier were discontinued on 24 September 2026 alongside GitHub Enterprise Server 3.17, and will be unsupported by the next minor release of the CodeQL Action. Added a deprecation warning for customers using these versions of CodeQL. #4188
  • Update default CodeQL bundle version to 2.27.2. #4203
  • Fixed a bug where the decision of whether to use a per-language bundle did not account for custom configurations that reference queries outside of compiled CodeQL packs. This issue was caught during internal testing and did not affect any customer repositories. We will resume the roll out of per-language bundles in the coming weeks. #4184

4.38.2 - 24 Sept 2026

  • Update default CodeQL bundle version to 2.27.1. #4160

4.38.1 - 18 Sept 2026

  • The CodeQL Action now has experimental support for CodeQL releases for which per-language bundles are available. Per-language bundles support analysis for a single language and are therefore smaller than the combined bundles that allow analysis for all supported languages. As a result, per-language bundles take up less space on disk and are faster to download. We expect to roll this change out to everyone in the coming weeks. #4146

4.38.0 - 09 Sept 2026

  • On GitHub-hosted runners, the CodeQL Action now deletes unused CodeQL bundles from the toolcache before downloading a different bundle, which frees up disk space for the analysis. We expect to roll this change out to everyone in September. #4124
  • The CodeQL Action now supports CodeQL releases that are compatible with Linux Arm64 and downloads the native linux-arm64 CodeQL bundle when available. #4072
  • Update default CodeQL bundle version to 2.27.0. #4129

4.37.9 - 26 Aug 2026

  • Update default CodeQL bundle version to 2.26.4. #4106

4.37.8 - 21 Aug 2026

No user facing changes.

4.37.7 - 13 Aug 2026

  • Update default CodeQL bundle version to 2.26.3. #4085

4.37.6 - 04 Aug 2026

  • Changed the default filepath for the new remote file address format that was introduced in CodeQL Action 4.37.0 / 3.37.0 to .github/codeql-config.yml to align it with the suggested path that is used elsewhere. #4070

Codex review: needs maintainer review before merge.

What this changes

Updates the pinned CodeQL init and analyze actions from v4.38.3 to v4.39.0.

Example: A pull request triggers JavaScript/TypeScript and GitHub Actions security analysis.

  • Before: Both analysis steps use CodeQL Action v4.38.3.
  • After: Both analysis steps use CodeQL Action v4.39.0.

Measure Result What it means
Overall readiness 🐚 platinum hermit (4/6) A focused, correct maintenance update supported by official release identity and successful checks for the reviewed head.
Proof confidence 🌊 off-meta tidepool Not applicable: This Dependabot workflow update is outside the contributor proof gate; reviewed-head job metadata confirms both actual CodeQL analysis jobs succeeded, while raw logs were unavailable because their storage host was blocked.
Patch quality 🐚 platinum hermit (4/6) No actionable review findings were identified.

Product

Kind: Maintenance · Worth it: Yes · Fix scope: Complete
User problem: Repository security analysis needs routine upstream action maintenance.
Reason: The update follows the configured minor-and-patch dependency policy and preserves package behavior, workflow permissions, and analysis coverage.

How this fits together

GitHub Actions checks out the repository, initializes CodeQL for each configured language, and uploads analysis results to GitHub code scanning.

Technical review

Best possible solution:

Land the paired SHA-pinned CodeQL update through the normal review workflow.

Do we have a high-confidence way to reproduce the issue?

This is a dependency maintenance update rather than a reported router failure.

Is this the best way to solve the issue?

Updating both existing action pins together is the smallest complete change and preserves the workflow's established configuration.

Evidence

What I checked:

  • Exact introduced change: The pinned base-to-head diff changes only the two CodeQL action references; permissions, triggers, inputs, runner selection, and checkout remain unchanged. (.github/workflows/codeql.yml:42, abc8659ad8fb)
  • Current-main behavior and provenance: Main still pins v4.38.3, established by the merged dependency update at build(deps): bump the actions group with 3 updates #57; this PR continues the same paired, SHA-pinned update pattern. (.github/workflows/codeql.yml:42, 3b2fb01297a5)
  • Reviewed-head checks: The reviewed head has 14 successful checks and two skipped dispatch checks, with no failures; both CodeQL language jobs completed initialization, analysis, and cleanup successfully. (.github/workflows/codeql.yml:35, abc8659ad8fb)
  • Dependency contract and release identity: The target workflow executes this dependency directly. The annotated v4.39.0 tag resolves to the exact proposed commit; its release notes describe the minimum-bundle change and checkout-path validation, while the target uses the default bundle and workspace-root checkout. (6f2ac81f5cd8)
  • Policy and static validation: Read the complete root AGENTS.md; no nested policy, maintainer-notes directory, or pr-simplify skill exists. Workflow YAML parsing and diff whitespace validation passed; artifact-producing checks were not run locally. (AGENTS.md:115, abc8659ad8fb)
  • Feature-history ownership: History shows the original CodeQL workflow addition by shakkernerd and repeated tooling and CodeQL updates by steipete; CODEOWNERS routes workflows to openclaw/openclaw-secops. (.github/CODEOWNERS:2, 3b2fb01297a5)

Likely related people:

  • Peter Steinberger: Raw commit f4138d1 adds .github/workflows/codeql.yml:39 relative to its recorded parents. This identifies author metadata, not feature responsibility or a PR merger. (role: source-line author; confidence: high; commits: f4138d120ff2; files: .github/workflows/codeql.yml)
  • Shakker: Raw commit 5ad5ac8 adds .github/workflows/codeql.yml:25 relative to its recorded parents. This identifies author metadata, not feature responsibility or a PR merger. (role: source-line author; confidence: high; commits: 5ad5ac83369e; files: .github/workflows/codeql.yml)

Landed this CodeQL 4.39.0 update in #67 with the required changelog entry and Dependabot coauthor credit. Closing this duplicate after merge.

The exact PR head passed all seven Node/OS jobs, workflow lint, and both CodeQL analyses. The isolated Linux frozen install and full package check also passed all 58 tests and package import validation. Independent Codex review found no actionable P0–P2 issues.
