Do not decode bytes attributes to strings

Related to #3596.

This approach feels a bit weird as the Attribute spec does not support bytes, and we break this assumption in the _clean_attribute_value() implementation here, to accommodate for exporters that do support bytes encoding -- e.g. for protobuf on L84:
