Obey X-Rate-Limit-Reset header #4

Papertrail API returns 429 Rate Limit Exceeded when the limit is reached.
But this library does not obey X-Rate-Limit-Reset header value.

This PR uses go-retryablehttp instead of pester to customize backoff algorithm.
