Split into three commits to make it easier to review, I have updated services that were previously starting in
/rootso that they start in/. We also need illumos 16806 for a complete solution.The last commit is the result of running
tidy-manifestson all SMF manifests (which also checks they're still valid usingsvccfg validate). That should all just be whitespace/quote style changes.
