Redesigned footer

We're taking the opportunity of having received recognition from NGOsource to revamp the OKFN website's footer and add more institutional information relevant to funders and our communities.

The footer is hardcoded, so I can't edit it directly, which is why I'm creating this issue.

This is the final look of the approved footer:

Reopening this issue with a few requests regarding positioning of elements:

• Left alignment: the licence section should follow the line of the logo.
• Right alignment: the menu should end with the social media icons.
• Size of social media icons: reduce by 10%.
• Spacing: slightly increase the spacing between the licence items.
• CKAN: replace the logo with a version without the DPG symbol (it is disproportionate to the other items)

Closing this issue as all improvements have been made in #1127 and this changes are already in production.
