Add centos support for conf-ninja

Seen failing on PR #28740.

The package name is ninja-build according to https://pkgs.org/download/ninja-build.

Finally, this uses os-distribution rather than os-family following https://github.com/ocaml/opam-repository/wiki/Depexts-os-distribution---os-family-values

In the case of CentOS/Fedora/Oraclelinux, using os-family can get really painful with the addition of the EPEL repository so just using os-distribution in this case is usually easier.

Otherwise, this should be good to go.
