rtmp-services: Add "VRCDN - Live"

Description

Added RTMP service for VRCDN.

Modified the services.json to add the geo-balanced, primary ingest endpoint for VRCDN and information on maximum bitrates and suggested keyframe Interval.

Motivation and Context

We did this due to confusion from our userbase on how to stream to our service, and to also simplify the application of the service limits.

How Has This Been Tested?

• Tested on local OBS version on Windows 11 Pro 23H2.
• Started a stream and validated the connection.
• Validated that the stream propagated through the network.
