This release updates the VLBI branch to keep track of upstream.

The only change to the VLBI specific code is the updated FS Go library to support FS versions 9.13.1, 9.13.2 and 10.0.0-beta1 as well as adding support for version detection via git. No changes to configuration should be needed.
