📚 Description

Add file input component with localization support

Introduces a new file input UI component with customizable appearance,
multiple selection, and integration with form fields. Adds localized
labels for "choose file" and "files selected" across all supported
languages. Enhances component library completeness and improves user
experience for file uploads.

I suggest this component because in my application I'm working with file uploads where also user can upload files via a video stream which will be converted to a file. For good reasons it is not allowed to place files in the default file input. This is where this component comes in.

Didn't wrote docs yet because I'm unsure if you want to add this to nuxt ui.
