Add noctalia plugin for hyprland layout switching

What it does

Has a little toolbar icon the shows the current layout and cycles through the Hyprland layouts dwindle, monocle, scrolling and master by either clicking on it or sending a key stroke.

External dependencies

None other than hyprland.
