This allows multiple kubetest2-kops invocations within one job to use the same bucket name, allowing upgrade-ab scenario to tear down the same bucket it creates. If we're not running in a prow job (BUILD_ID is not set) then we fallback to the timestamp suffix.
Scenario Fixes
Use a deterministic bucket name in prow jobs
This allows one prow job execution to run kubetest2-kops multiple times and each will pick the same region. This way the first invocation will create buckets and the cluster in a certain region and the second invocation will use the same region to cleanup.

Make region selection determistic from BUILD_ID

Consolidate support for ENI-based CNIs
We rely on the nvidia GPU operator to manage our GPU nodes, which means we do not need kOps to configure containerd etc.
tests/ai-conformance: use nvidia GPU operator
Because GPU nodes are tainted, the cluster won't come up if we don't have any non-GPU nodes. Start the cluster with c5.large nodes, and then add GPU nodes.

The KubeRay manifest is too large to apply with client-side apply, so switch to server-side apply. We also install cert-manager, which is required for the KubeRay webhooks.
