eAPM and TCP decoupling config support for host and k8s

Following configs were added as a part of eBPF Agent for host and kubernetes environment:

Host environment:

• APM_DATA_REPORTING
• TCP_STATS_REPORTING

Kubernetes environment:

• apmDataReporting
• tcpStatsReporting
• receiverPort
