Install ZF CLI
Read ZF manual http://framework.zend.com/manual/en/zend.tool.usage.cli.html

Copy ZFScaffold library to your the project in library folder
Copy Manifest.php file to your the project in main folder

To enable the ZfScaffold Tool Provider
$ zf enable config.manifest Manifest

Check enable Scaffold tool
$ zf ? scaffold
