Feat/factory create with public key

This Pull Request adds support for the public_key parameter, which is documented in sputnikdao-factory2/README.md. This is also discussed in #20, but this feature does not seem to be implemented.

It also adds a "devcontainer" configuration for use with github codespaces.

To be able to build the factory contract and run it in near-workspaces, a wasm-opt command with signext-lowering is added.

There's a new test in the factory, using near-workspaces that will create a dao using the factory, and provide the public key of the signer account, and finally delete the dao, and check that funds are returned to the creator account.
