On certain GPUs (Palit 4070ti super Gaming Pro), sending 0 fan speed while fan control is enabled actually sets the fan to 30% speed.
This PR allows users to disable fan speed control when 0 speed is commanded, thereby reverting to the default GPU settings (which is usually 0 fan speed below a certain temperature).
