19239: Allow accented characters to be typed in text objects with the AltGr / Ctrl+Alt keys

Resolves: #19239 (along with another PR)

Although the author of #19239 says he is able to press ESC and repeat the AltGr + letter combination and it works the second time, it does not work for me and I believe we need the changes I am proposing so that we can enter accented characters with AltGr or Ctrl+Alt (which Windows treats the same).

• There are no unnecessary changes
