Windows XP Support

Windows XP and Vista support was dropped on MTA in July 2019 (dccd2af).

Issues

• Missing secure CEF support
• Missing DX11 support
• Having to manage an extraneous branch for ~0.8% of total users
• Some code hacks are still deployed for XP users

Holdbacks

• Unable to do more reliable audio related code due to lack of Core Audio APIs on XP
  • https://github.com/multitheftauto/mtasa-blue/tree/CoreVoice
• XP is dropped entirely with the VS 2019 toolset, so we can't upgrade to the latest compiler
