Windows XP Support

Windows XP and Vista support was dropped on MTA in July 2019 (dccd2af).
- Missing secure CEF support
- Missing DX11 support
- Having to manage an extraneous branch for ~0.8% of total users
- Some code hacks are still deployed for XP users
- Unable to do more reliable audio related code due to lack of Core Audio APIs on XP
- XP is dropped entirely with the VS 2019 toolset, so we can't upgrade to the latest compiler
- Steam dropped XP and Vista support on January 1, 2019
- Mozilla dropped Firefox support for Windows XP and Vista in June 2018
- Google Chrome dropped XP and Vista support in April 2016
- Microsoft dropped XP support on April 8, 2014
- Windows XP and Vista support was dropped on MTA in July 2019 (dccd2af)
